On June 11, 2025, the High Qualification Commission of Judges of Ukraine, in plenary session, amended the Regulation on the Procedure of the Qualification Exam and the Methodology for Assessment of Candidates, and made amendments to the Commission’s decision of May 12, 2025, No. 105/zp-25 on the appointment of a qualification exam for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court.
In particular, the Commission established the average passing score for testing knowledge of Ukrainian statehood within the qualification exam.
In accordance with paragraph 6.8.2 of the Regulations on the procedure for taking the qualification exam and the methodology for evaluating candidates, the average passing score for testing knowledge of Ukrainian statehood is the passing score.
Amendments to paragraph 3 of the decision of the High Qualification Commission of Judges of Ukraine dated May 12, 2025, No. 105/zp-25 on the appointment of a qualification exam for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court, the passing score for the first stage of the qualification exam (testing of knowledge of Ukrainian statehood) has been determined, taking into account that participants who have scored no less than 65 percent of the maximum possible score, in a number not exceeding 7,200 candidates for the position of judge and judges, are admitted to the second stage.
Please be reminded, that on June 04, 2025, the Law of Ukraine “On Amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” regarding the clarification of the procedures for the competition for the position of judge and the secondment of judges” No. 4433-IX of
May 14, 2025, which, in particular, introduced changes regarding the determination of the passing score for the test on the history of Ukrainian statehood. The passing score for this test is set by the High Qualification Commission of Judges of Ukraine.
